Rodolphe Gintz was appointed Director General of the French Customs and Excise Administration (DGDDI) by the Council of Minister on February 6, 2017.

As head of this Administration, Rodolphe GINTZ oversees 17,000 employees, manages a budget of €1.6 billion and ensures the effective implementation of the French Customs’ efforts to protect national security while promoting economic prosperity and security.

The DGDDI is a trade regulation administration that is responsible for facilitating and securing flows of goods. It facilitates trade, prevents and fights fraud, and collects excise duties on tobacco, alcohol, oil products and electricity, VAT on imports from countries outside the European Union and customs duties on imports entering the EU.

Prior to joining the DGDDI, Rodolphe GINTZ worked for 10 years in the Budget Directorate at the Ministry of Finance (2002-2012). He held various positions, particularly focusing on transport, education and social policies. As such, he was a board member of many publicly-owned companies and public institutions.
Rodolphe GINTZ was also a lecturer in public finances at the Ecole Nationale d’Administration, the top French public affairs school.

He was then appointed senior advisor to the French Prime Minister, heading up the public finances team of his private office (2012-2014). He was in charge of his fiscal agenda, especially for defining public expenditure savings.

From 2015 to 2017, Rodolphe GINTZ advised President HOLLANDE on his financial, fiscal and tax agenda. He oversaw the preparation of the budget bills and the 2016 transparency, anti-corruption, and economic modernisation bill. His work focused on cutting both corporation tax and personal income tax, income tax withholding at source and the implementation of OECD Base Erosion and Profit Shifting (BEPS) measures.

Rodolphe GINTZ graduated with a master’s degree in science and engineering from the Ecole Polytechnique (1999) and the Ecole des Ponts ParisTech (2002). He is married and has two children.
