Philip Kermode

Philip Kermode is director for customs policy in the Directorate General for Taxation and Customs Union at the European Commission.

He is responsible for the Commission’s legislative work on the Union Customs Code and is heavily involved, together with the Member States, in pushing forward the implementation of this legislative framework which seeks to ensure a fully effective and coherent Customs Union across the EU-28. He also is guiding the work on risk management and simplification as well as the application of customs tariff measures.

Prior to taking up his role in customs, Philip was the director for Direct Taxation where he worked on a variety of issues including automatic exchange of savings income, the CCCTB, and harmful tax practices. In previous positions in the Commission, Philip dealt with indirect taxation issues and anti-fraud activity. He was also a member of the Commission’s Impact Assessment Board for a number of years.

Philip is a graduate of Trinity College Dublin.
