Douglas M. Browning is Principal of D.M. Browning & Associates; Former Deputy Commissioner, U.S. Customs and Border Protection. He provides counsel and consulting serves to meet international domestic clients’ needs to move their goods and services across international borders in an efficient, seamless and compliant manner to meet the demands of global trade.
Between 2004–2018, Mr. Browning has provided Global Customs and Border Modernization and Strategic Trade and Supply Chain Solutions. As Senior Corporate Executive for Sandler and Travis Trade Advisory, he managed international business development efforts and overseeing the global expansion of customs modernization and border security initiatives to foreign governments and multinational business interests. Also responsible for delivering STTAS’ suite of comprehensive international trade and customs consulting services, project management, customs, and trade compliance programs, data management and information services, and training programs to both the public and private sectors.
During this time Mr. Browning also served as Of Counsel for Sandler, Travis, and Rosenberg, P.A., a leading customs and international trade law firm; Global Customs Counsel, Tax Staff, Office of Finance, General Motors Corporation.
From 2002-2004 he served as Deputy Commissioner, U.S. Customs and Border Protection. In a newly formed agency, he was responsible for a budget of $5.1 billion and more than 40,000 employees combining the functions formerly performed by customs, immigration, Border Patrol and agricultural authorities. Leading the organization’s executive management team and overseeing the process for identifying, training and selecting individuals to be part of that team. He was also responsible for the development, implementation, and evaluation of agency-wide programs, policies and procedures as they relate to our border security, law enforcement, and trade compliance and facilitation missions.
