Mr. Clarence Yeo was appointed the Chief Executive, Home Team Academy (HTA) on 17 September 2018. He was formerly the Commissioner of the Immigration & Checkpoints Authority (ICA), Singapore between 2010 to 2018.
HTA is responsible for the learning and training of officers across the Home Team (including leadership training). Mr. Yeo is driving HTA’s efforts to transform the Home Team’s training and learning by leveraging technology and digitalization as an enabler, given the VUCA (volatile, uncertain, complex and ambiguous) operating environment and technology disruption as well as the opportunities offered by Singapore’s Smart Nation initiatives.
During his career in ICA, Mr. Yeo’s knowledge and expertise extend beyond operations and security areas as he oversaw and drove the key areas of policy formulation, planning and technology, corporate services, manpower, and corporate communications, especially during the early years of ICA’s formation. He headed the Checkpoint Security Operational Master Plan and was responsible for conceptualizing policies, frameworks, and masterplans for various immigration and checkpoint matters. Mr. Yeo was also instrumental in spearheading the BioPass project which led to the successful public launch of Singapore’s first biometric passport in August 2006.
Under Mr. Yeo’s visionary leadership, ICA had been conferred with numerous accolades and awards for its various achievements and strive for organizational excellence. These awards include the Singapore Quality Award in 2009, the prestigious Singapore Quality Award (with Special Commendation) in 2015 as well as the Global Performance Excellence Award (World Class) by the Asia Pacific Quality Organisation in 2016.
Mr. Yeo is married with one daughter. His academic qualifications include a Master in Public Policy and a BSc (Hons) 2nd Class Upper in Economics. Mr. Yeo has received several awards, including the National Day Public Administration Medal (Silver) in 2006 and the Public Administration Medal (Gold) in 2013. Mr. Yeo was also awarded the Medal of Commendation by the Singapore National Trade Union Congress in May 2017 in recognition of his significant contributions towards good labor-management relations.
